I had this theory once. It may sound really mad and awkward for you guys but nontheless - statistically the greater staff to member ratio, the more discouraged may become the new members. Quite crazy, ne? Conclusion: too much staff, not enough normal active members. But that's just my point of view.

You could always just go through the list and pick out a few people and ask them to resign.

Not kicking them out, just offering them a chance to resign if they wish. I'm sure there are some staff members out there that would be willing to give up their position if it's for the good of the forum.
