Help with combining .gif files

Hello,

I need help with combining two .gif files into one. One .gif is a standstill .jpg that I converted, and the other is a .gif with an animation. I just need to know if it's possible to make it so the second .gif moves when combined to the first one. Idk if I'm making much sense, but to put it in simpler terms: Adding an animated picture to a stationary picture. Is it possible to do over MS Paint?

Unfortunately MS Paint can't edit animated .gifs. You'll need Photoshop for that.

I do have Photoshop, but it's not at my access during convenient times. But at any rate, how do you combine a .gif with a still image on photoshop?

I would assume that you open the gif first with Photoshop then add an additional layer for your still image
